Are my passengers allowed to drive?

Only if they are listed as additional drivers on the rental agreement.

Even if someone in your group has a valid license, they're not allowed to drive unless they've been officially added to the booking at pickup.

Let the rental desk know if someone else plans to drive, it's easy to add them as long as they meet the requirements.
